1. Four-Stage Online Application System (CSE 2026)

UPSC has changed the entire application structure to make it more organised, faster, and error-free. Instead of filling the same details again and again for every exam, candidates now complete most information only once. This system reduces mistakes and speeds up verification.

Detailed Explanation:

  • UPSC application is now divided into 4 clear stages (modules).

  • First 3 modules are permanent and common for all UPSC exams.

  • Fourth module changes depending on the examination you apply for.

Stages in Simple Words:

  • Stage 1 – Account Creation

    • Create an account using email ID and mobile number.

    • All UPSC messages will come on these details.

  • Stage 2 – Universal Registration Number (URN)

    • UPSC gives you one unique number called URN.

    • This URN is valid for your entire life.

  • Stage 3 – Common Application Form (CAF)

    • Fill personal, education, category, and address details.

    • This form is filled only once, not again for every exam.

  • Stage 4 – Exam-Specific Form

    • Choose exam centre, optional subject, service preference, exam medium, and pay fee.

2. Mandatory Live Photo Capture

UPSC has made live photo capture compulsory to stop fake candidates and impersonation. This ensures that the person filling the form is the same person who appears in the exam.

What Candidates Must Do:

  • Upload a recent passport-size photo.

  • Capture a live photo using camera during form filling.

  • Both photos must look similar to your current appearance.

Why This Is Important:

  • Blurry or mismatched photos can lead to direct rejection.

  • Old photos, edited photos, or unclear images are risky.

  • Same photo is used later for admit card and verification.

3. New Signature Upload Rules

UPSC has standardised signature upload to maintain uniformity and avoid confusion during document checking.

Step-by-Step Rules:

  • Take a plain white sheet.

  • Sign three times on the same sheet.

  • Use black ink only.

  • Scan and upload clearly in prescribed format.

Important Points:

  • Signature must be neat and readable.

  • Cut, blurred, half, or light signatures are not accepted.

  • Signature should match the one done during exam and interview.

4. Aadhaar-Based Verification (Recommended)

UPSC now prefers Aadhaar because it helps in quick and accurate identity verification at every stage of the exam.

Why Aadhaar Is Better:

  • Faster verification

  • Fewer chances of mismatch

  • Smooth admit card and centre verification

Other IDs Still Allowed:

  • Voter ID

  • PAN Card

  • Passport

  • Driving Licence

(But Aadhaar is strongly recommended)

5. No Correction or Withdrawal After Final Submission

This is one of the most important and strict changes in UPSC CSE 2026.

Once You Click “Final Submit”:

  • ❌ No correction allowed

  • ❌ No editing of details

  • ❌ No withdrawal of form

Meaning for Candidates:

  • Even small mistakes (name, DOB, category) can cancel candidature.

  • Candidates must double-check everything before submission.

6. One-Time URN Profile Update Facility

UPSC allows candidates to update their permanent profile details only once.

Key Conditions:

  • This update is allowed only one time in life.

  • Changes apply only to future exams, not past forms.

  • Already submitted applications remain unchanged.

Advice:

  • Update URN only when absolutely necessary.

  • Check every detail before locking the profile.

7. Online Admit Card Only

UPSC will not send admit cards by post or email.

What Candidates Must Do:

  • Download e-Admit Card from UPSC website.

  • Take a printout.

  • Carry the same ID used during application.

Important Note:

  • Without admit card and ID, entry will be denied.

8. Mandatory Face Authentication at Exam Centre

UPSC has added face recognition to improve exam security.

At the Exam Centre:

  • Face verification will be done.

  • ID proof will be checked.

  • Security frisking will happen.

Candidate Advice:

  • Reach centre early.

  • Do not change appearance drastically (beard, hairstyle, etc.).

9. Restrictions on Appearing in CSE 2026

UPSC has clarified who cannot appear in the exam.

Not Allowed to Appear:

  • Candidates already serving in IAS or IFS.

  • Candidates appointed to IAS/IFS after Prelims 2026.

  • Candidates appointed before final result of CSE 2026.

IPS Restriction:

  • If already selected to IPS earlier, cannot get IPS again.

One-Time Improvement Chance (IPS / Group ‘A’):

  • Allowed to appear once in CSE 2027.

  • Must take official exemption from training.

  • Only one such chance is allowed.

  • Wrong decision can cancel both services.

10. Question Paper Representation Time Reduced

UPSC has reduced the time to raise objections on question papers.

New Rule:

  • Representation window is 5 days only.

  • Starts from 3rd day of exam.

  • Closes at 6 PM on 7th day.

Meaning:

  • Candidates must act fast.

  • Late representations will not be accepted.

11. Examination Centre Allocation Rule

Centres are allotted on first-come-first-serve basis.

Special Rule for PwBD Candidates:

  • PwBD candidates can choose preferred centre even if seats are full.

  • Others depend strictly on early application.

12. OBC (NCL) and EWS Certificate Rules

UPSC has clearly defined financial year rules to avoid misuse.

OBC (Non-Creamy Layer):

  • Income checked for FY 2022-23, 2023-24, 2024-25

  • Certificate must be issued after 01 April 2025

EWS:

  • Based on FY 2024-25

  • Certificate must be issued between 01-04-2025 and last date

13. Mandatory Login After Prelims and Mains

UPSC now requires confirmation from candidates after results.

Login Deadlines:

  • Within 10 days after Prelims result

  • Within 15 days after Mains written result

Failure Means:

  • Automatic disqualification

  • No further communication from UPSC
